Staff shift changes are producing a higher peak than the commuter-only forecast captured. - We recommend keeping the university and waterfront service areas connected from day one. Splitting them into separate zones would reduce rebalancing costs, but it would also make the system feel less regional to first-time users. - Oakview asked whether their local sponsorship funds could be applied to e-bikes only.
