1. Spring Pilot Performance
- The pilot recorded approximately 84,000 trips between April 1 and June 30.
- Average trip duration was 18 minutes; weekday peaks occurred from 7:30–9:00 a.m. and 4:00–6:30 p.m.
- Stations near commuter rail stops performed above forecast, while two low-density suburban stations averaged fewer than three trips per day.
- Members reported inconsistent bicycle availability at Lakeview Central Station during the morning commute.
- Maintenance response time averaged 19 hours, above the 12-hour service target.

2. Phase-Two Station Locations
- The group reviewed 18 proposed locations and prioritized sites based on transit connections, population density, equity indicators, and proximity to protected cycling infrastructure.
- Fourteen stations will move forward for the October launch.
- The proposed Riverside Industrial Park station will be deferred until the connecting cycle track is completed.
- The North County Library site will replace the proposed Market Square location because it offers safer access and more space for expansion.
- Regional University requested additional docks at the east campus station before the fall semester.

3. Fares and Membership
- Participants supported a single regional membership valid across all participating municipalities.
- The standard annual membership will remain $99.
- A $25 reduced-fare annual membership will be offered to residents enrolled in qualifying income-assistance programs.
- Transit smart-card integration will be introduced in two stages: account linking at launch, followed by direct payment once technical and privacy reviews are complete.
- Casual riders will continue to have access to single-trip and day-pass options.

4. Operations and Accessibility
- MetroBike will add one morning rebalancing crew and revise routes to prioritize commuter rail stations.
- The phase-two fleet will include 120 electric-assist bicycles.
- At least one accessible adaptive cycle will be piloted at each of three staffed mobility hubs.
- Station maps and the mobile application will identify step-free access, nearby transit stops, and protected cycling routes.
- The Accessibility Advisory Committee requested usability testing before public release of the updated application.

- Approve 14 phase-two stations for an October 19, 2026 launch.
